A security policy is a document that outlines some rules for computer usage, determines how policies are enforced. 

Policies are usually point-specific, covering a single area. For example, an "Protecting Documents with Passwords" policy would cover the rules and regulations for appropriate use of the password protection. An "Responding to Information Security Incidents" policy defines process of preventing future policy brakes. 

Security Policies are necessary to set standards for appropriate behavior within an organization, and to provide a foundation for HR in response to inappropriate behavior.
